여수 출입국관리사무소 화재로 이주노동자 27명 사상
법무부 산하 여수 출입국관리사무소에서 불이 나 대부분 재중국동포인 중국국적의 이주노동자 8명과 우즈베키스탄인 1명이 연기에 질식해 숨지고 18명이 다쳤다.
아직 정확한 화재원인은 파악하지 못하고 있는 가운데 민유태 광주지검 순천지청장은 11일 9시 반경 기자회견을 통해 지금까지의 조사결과를 발표했다.
이번 화재로 질식으로 인한 사망자가 많았던 이유는 우레탄 매트가 타면서 발생하는 유독가스 때문이었고, 또한 스프링클러도 설치되지 않은 상태에서 이중 삼중의 잠금장치 때문에 빠져 나오지 못해 질식사한 경우가 많았던 것으로 밝혀졌다.
검찰은 관리사무소 직원들의 초기대응의 적절성 여부와 반입이 금지된 인화성 물질의 반입 경위에 대해서도 수사할 예정이라고 밝혔다.
한편 이주노조, 외노협, 이주인권연대, 민노당, 민주노총 등의 단체로 급히 구성된 화재참사대책위에서는 철저한 진상규명과 보상문제, 재발방지의 촉구 등 사상자 가족들과 함께 공동대응하기로 결정하고 대책을 협의 중이다.
화재의 경위는 검찰의 수사로 밝혀질 것이지만 대형 인명사고를 부른 출입국관리소의 인명과 인권 경시태도에 대해 보다 엄중하고 근본적인 책임을 물어야 할 것이다.
9 immigrants killed in fire in detention center
9 immigrants were killed and 18 people were seriously injured in a fire at the Yeosoo Protection Center for Foreigners at 4:05 am on February 11. They were migrant workers from China, Uzbekistan and other countries. The death toll is expected to increase as now there are many seriously injured people in the hospitals. The incident produced the most casualties of immigrants in Korean history.
The detention center was a four story building. The first and second floors were for staff, and the third and fourth floors were used to imprison undocumented immigrants. (The authority calls this kind of detention cell "Protection Center for Foreigners". Protect what?) The staff tried to put out the fire with a fire extinguisher when the fire broke out in Room 305 on the third floor. However, they forgot to bring the keys. Meanwhile, the fire spread rapidly, burning the non-fireproof floor mats and the lockers until people were choked by the heavy poisonous gas behind the frame of metal bars. The sprinkler and alarm didn't work. Finally the fire was put down one hour later, but only after a lot of people had been already killed and injured.
The killed and injured people had been arrested in the areas near the
South Sea, on charges of illegal entrance and stay. They had been
"protected" in the Protection Center for Foreigners while waiting for
their upcoming deportation.
