워크샵7. 세계화와 강요된 이주

 

 

취지 : 지난 30여 년 동안 세계 경제는 더욱 통합되어 소위 세계화가 진전돼 왔다.

이에 따라 모든 차원의 교류와 이동이 촉진되었다. 그러나 유독 사람의 자유로운 이동만이 강력한 통제를 받고 있다.

그러나 오늘 날 사람들은 이주에 나서야 할 이유들이 더욱 늘고 있다. 지난 30여 년 동안 진행된 세계화는 남반구의 경제를 더욱 황폐하게 만들어 이 지역에서만 10억 명이 빈민으로 살아가고 있다.

지구상 곳곳에서 일어나는 전쟁, 특히 미국의 패권 유지를 위한 정책이 불러 온 전쟁은 수 백만 명의 난민을 양산하고 있다.

최근에는 환경 난민 문제도 심각한 문제로 부상하고 있다.

이러한 지구적 문제들이 수많은 사람들을 이주에 나서게 만든다. 사실상 강요된 이주라고 말할 수 있다.

이주노동자들은 이주한 국가에서 고된 저임금 장시간 노동에 시달리며 가장 열악한 일자리, 주거, 복지 환경에 놓이게 된다. 오늘 날 주요 자본주의 국가들에서 이주노동자들의 노동에 의존하지 않는 곳은 없지만 이들은 그에 걸맞은 대우를 전혀 받지 못하고 있다.

게다가 각국 정부들은 이런 지구적 문제들의 해결에는 소극적이면서 자국의 국경 장벽을 높여 이주자들을 내치는 데에만 골몰하고 있다. 특히 경제 위기가 몰아닥치자 각국 정부들은 국경을 더욱 폐쇄하고 동시에 이미 정착한 이주민들에 대해서도 인종주의적 공격을 퍼부으며 경제 위기의 속죄양으로 삼고 있다.

각국 정상들과 정부 간 회의들은 이런 지구적 문제들을 해결할 의지도 능력도 없음을 보여줘 왔다. 우리는 이들과는 달리 전 세계 민중의 관점에서 우리의 분석과 대안을 만들어가기 위해 이 포럼을 개최한다.

Title: Globalization and Forced Migration

 

 Background: Over the last 30 years the global economy has become more and more integrated as the so-called phenomenon of globalization has unfolded. In this process exchanges and movement in all spheres have accelerated. Only the movement of people continue to be severely restricted.

However, the causes of migration are expanding. Due to the last 30 years of globalization economies in the global South are all the more devastated with 1 billion people in this region alone living in poverty.

Wars around the global, particularly those stimulated by U.S. hegemonic policies, have created millions of refugees. Recently the problem of environmental refugees has also come to light.

These global issues are the root causes of migration for millions of people. In fact, we can call this a phenomenon of forced migration.

In countries of destination, migrant workers suffer in the face of low wages, long work hours and extremely poor work conditions, and housing, and social benefits. There is not a single economy among the main capitalist nations that does not depend on migrant workers' labor, and yet no where are migrant workers treated with the respect they deserve.

In addition, governments around the world remain reticent about solving these problems and instead are focused only on raising walls at their borders and throwing migrants out. This trend has only become more severe since the global economic crisis struck, with governments further closing national borders to those trying to enter and carrying out racist attacks on migrants already settled inside them.

Heads of state and international meetings such as the G20 have shown no will nor ability to confront this global problems. In their place we seek to hold this forum as a space through which to develop our own analysis and perspective from the point of view of the people themselves.
